Romania Expands Access for People with Disabilities and Guide Dogs

President Klaus Iohannis has promulgated a law that expands access rights for people with disabilities and their guide dogs in Romania.


The new law, which amends and supplements Law No. 448/2006 on the Protection and Promotion of the Rights of Persons with Disabilities, ensures that individuals with disabilities can freely access public spaces, including means of transport, shops, and other establishments, accompanied by their guide dogs.


Key Provisions of the New Law

  • Free Access: People with disabilities are granted free access to public transportation, shops, and other spaces with their guide dogs.

  • Exemption from Vehicle Registration Fees: Individuals with disabilities are exempt from paying the individual approval fee levied by the Romanian Automobile Register (RAR) for vehicles specially modified for their use. This exemption applies throughout the validity period of the disability certificate and only for a personally owned car.

  • Non-Discrimination: Refusal by a taxi or alternative transportation provider to transport a person with a disability and their mobility device, including access to a taxi with a guide dog, is considered discrimination.

  • Free Access for Guide Dogs: Guide dogs accompanying people with severe disabilities have free access to all public places, including those where public services are provided and in means of public transport, including taxis and alternative transportation vehicles.


Significance of the Law

The new law represents a significant step forward in promoting the rights and inclusion of people with disabilities in Romania. It ensures that individuals with disabilities can participate fully in society without facing unnecessary barriers or discrimination. The law also recognizes the important role of guide dogs in providing mobility and independence for people with disabilities.
